(MORAINE, Ohio)—Ohio Attorney General Mike DeWine, Moraine Police Chief Craig Richardson, and Middletown Police Chief Rodney Muterspaw announced today that DNA analysis conducted by the Ohio Bureau of Criminal Investigation (BCI) has confirmed that remains found in Moraine in September are those of a Middletown woman who disappeared in 2017.
Michelle Burgan, 47, was last seen in May 2017. Authorities found her skeletal remains in Moraine after Middletown police and BCI criminal intelligence analysts developed information indicating Burgan may have been with a Moraine man around the time of her disappearance. Gilbert Revere, 57, is currently facing multiple charges following his arrest by Moraine police.
"All of the evidence indicated that we had recovered Michelle Burgan's remains, but the DNA test results now officially confirm it," said Moraine Police Chief Craig Richardson. "We continue to urge anyone with information about Michelle's death to please contact us at 937-535-1166."
Burgan was one of four adult women who disappeared from Middletown under suspicious circumstances from May 2016 to May 2017. The other three women are still missing.
Brandy English, 43, has been missing since May 11, 2016; Amber Flack, 32, has been missing since September 1, 2016; and Melinda Miller, 49, has been missing since February 19, 2017.
"Criminal intelligence analysts with our BCI Missing Persons Unit have been working closely with Middletown police in an effort to find these missing women, but every lead so far has been a dead end," said Attorney General DeWine. "These women have families who desperately want to find them, and someone out there knows what happened to these women."
"We encourage those with information to come forward. Even if you want to remain anonymous, we still want to hear from you," said Middletown Police Chief Rodney Muterspaw. "Right now there is no indication that the cases are linked, but there is no evidence that they aren't. These women literally disappeared without a trace, but we are determined to find them."
Authorities with BCI's Cyber Crimes Unit and Crime Scene Unit have also assisted with the missing persons investigations.
Anyone with information related to the disappearances of English, Flack, and/or Miller should contact Middletown police at 513-425-7737 or BCI at 855-BCI-OHIO (855-224-6446).
