(ALLIANCE, Ohio) – Ohio Attorney General Mike DeWine is asking for help from the public to locate a wanted sex offender who has stopped following his registration requirements.
Michael Francis Kelly, 36, was convicted on a charge of importuning in 2004. Records show his victim was a juvenile female. Kelly was released from prison in 2008, he registered his address once, and was never heard from again.
As a sexually oriented offender, Kelly is required to register his address once a year. Authorities with the Stark County Sheriff's Office issued a warrant for his arrest in 2009.
Kelly initially registered his residence as being on South Freedom Avenue in Alliance.
The suspect has several distinctive tattoos, including "TAZ" on his chest, a vampire on his left shoulder, a skull on his right arm and left calf, and a tribal tattoo on his left arm.

This news release is part of Attorney General Mike DeWine's Crimes Against Children Initiative. As part of the Crimes Against Children Initiative, Attorney General DeWine will publicize convicted sex offenders who have victimized children and are wanted on outstanding warrants. Other parts of the initiative include the establishment of a Crimes Against Children Unit at BCI, creation of a rapid response team for crimes against children, and specialized law enforcement training through BCI and the Ohio Peace Officer Training Academy (OPOTA).
