Swift RMS
Before the OHLEG upgrade initiated under Ohio Attorney General Dave Yost, the records management system had not been significantly updated since 2013. As a result, the technology had fallen a step behind the FBI’s standard crime reporting platform. Requests for additional tools from law enforcement agencies couldn’t be implemented for lack of money and/or system capability.
The new Swift Protect Records Management System comes as a big step forward. The program offers not only incident reporting, but a complete case management system, specialized crash report module and jail booking component. Swift RMS also is known for being flexible and easy to use.
The OHLEG Division is pleased to offer the enhancements and additional tools to Ohio’s law enforcement community.
Frequently Asked Questions
- How much does this upgrade cost? What features would require additional costs?
A: The base cost for the base product is free. Extra costs would come into play if an agency wanted to interface with a CAD program, migrate data from a previous RMS system or add an Easy Street license for drawing auto-crash diagrams. (It should be noted that crash diagrams can be uploaded from any drawing program that saves the files as xxx.)
- Will the data be migrated to the new system for existing OHLEG RMS agencies?
A: Yes.
- Will the system be able to integrate with CAD data?
A: Yes, but it is not included in the base package. To get an interface between an existing CAD and Swift RMS, the agency would have to pay extra.
- Is the system web-based or installed on an agency server?
A: It is web-based, hosted through OHLEG by the Ohio Attorney General’s Office. The data is stored at the AGO’s data center.
- Can data be shared between law enforcement agencies?
A: Multi-agency sharing will be available if there is a Memorandum of Understanding in place. The OHLEG team will assist you with this process and configure the system to allow the agencies to share.
- Does my agency’s crime mapping show only for my agency or can other agencies view it, too?
A: Crime mapping can be seen by any agency with which you have agreed to share content. This multi-agency sharing requires that the agencies have an MOU in place and that OHLEG has configured the system to recognize that.
- Can you draw a crash diagram within the module?
A: Not currently. But there are many drawing tools available. An agency may use whichever it likes, then save and upload the diagram into Swift RMS.
- When will the Crash Module be available in Swift Protect?
A: This will be available when the system goes live. However, there is a Department of Public Safety process that needs to take place to certify each agency to submit their data from Swift. This could take several weeks.
- Does the Citations module include parking or criminal citations?
A: Not at this time. It is for traffic citations.
- If an officer takes a hit-skip crash report and the report gets assigned to a traffic investigator, can the traffic investigator supplement the original crash report?
A: Yes, he or she can add to that crash report as needed.
- Do incident reports in the new system give you the option to upload submission data to the National Incident-Based Reporting System (NIBRS)?
A: Swift Protect will automatically submit data to the Ohio Incident-Based Reporting System on the 10th of every month. OIBRS then forwards the data to NIBRS. You do not need to push a button or do anything to submit it.
- Do reports containing Use of Force have the ability to be routed for extra review and sign-off by command staff versus the normal review?
A: At this time there is no extra review configured for the use of force module.
- Does the system produce a daily crime log for Clery compliance?
A: Reports can be run manually every day, but the system doesn’t auto schedule at this time.

New Modules in Swift RMS

- Give cases titles or names in addition to case numbering
- Track expenses, notes and case history progress
- Assign case tasks for follow-up by assisting personnel
- Transfer case clearances to all linked reports simultaneously

Attributes include:
- OH-1 Crash Report compliant and electronic submission of crash data
- Intuitive user interface, which displays only relevant fields based on user input

- Ability to include crash scene diagrams as attachments
Attributes include:
- Intuitive and flexible user interface for quick and accurate data entry
- Incident overview and dynamic display of fields based on user input
- Ohio Incident-Based Reporting System (OIBRS) compliant with built-in validations to notify user of errors during report entry
- Ability to track changes across report versions
- Ability to link reports to an incident, such as “Field Interview,” “Crash” or “Intelligence Report”
- Enhanced redaction capabilities to generate public report versions
- Sealing and expungement at either the involved party or offense level
- Enhanced searching, reporting and notifications
- Notification if another user accesses a report of interest

- Enhanced location maintenance for both temporary and permanent storage locations
