Can consumers purchase cigarettes by internet, phone, or mail order?
No. The Ohio criminal code prohibits the shipment of cigarettes to anyone in Ohio other than an authorized recipient. Consumers must purchase cigarettes in a face-to-face transaction. See R.C. 2927.023.
