John has served as Section Chief since April 2019, and has served in the Ohio Attorney General’s Office for nearly 23 years (including his service in the Health Care Fraud Section and Corrections Litigation Section - now Criminal Justice Section). Before joining the office, John had a private practice that covered the areas of criminal defense in state and federal courts, family law, and debt relief. John also served as a Chief Municipal Prosecutor and Assistant County Prosecutor for several counties. John has managed many cases in complex litigation and appellate practice.

Steven serves as the Assistant Section Chief in the Public Utilities Section of the Office of the Ohio Attorney General. Steven worked in the Section from 2004-2007 and rejoined the office in 2010. Steven has litigated a variety of complex utility matters before the Public Utilities Commission of Ohio and the Ohio Power Siting Board. He also has appellate experience before the Supreme Court of Ohio. Steven previously served as an Assistant Law Director for the City of Cleveland Law Department from 2007-2010.

Robert serves as a Senior Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General and has specialized in litigation and appellate advocacy. Robert joined the Attorney General’s Office in 2001, starting in the Environmental Section where he handled a variety of complex environmental matters before various Ohio common pleas and appellate courts. In 2016, Robert joined the Public Utilities Section where he handles transportation and utility matters before the Public Utilities Commission of Ohio, the Ohio Power Siting Board, and the Supreme Court.

Thomas serves as a Principal Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General. Thomas joined the Attorney General’s Office in 1988, starting in the Antitrust Section. Thomas has litigated a variety of complex utility matters before the Public Utilities Commission of Ohio and the Ohio Power Siting Board. He also has appellate experience before the Supreme Court of Ohio and the Sixth Circuit Court of Appeals. Thomas began his legal career as a law clerk to Judge James L. Graham of the United States District Court for the Southern District of Ohio.

Shaun serves as an Assistant Attorney General in the Public Utilities Division of the Ohio Attorney General. Before joining the Attorney General’s office, Shaun worked at several Columbus-area law firms, where he litigated securities and public utilities matters before Ohio courts, federal courts, and state and federal regulatory authorities. He litigates matters in the Public Utilities Commission of Ohio and the Ohio Power Siting Board. Before practicing law, Shaun was a Peace Corps volunteer in Ukraine from 2008-10.

Vern joined the Attorney General’s Office in July 2001. Vern works on complex litigation matters before the Public Utilities Commission and Power Siting Board. He handles a large and varied caseload, including motor carrier safety and hazardous material transportation and gas pipeline safety violations, and rate, service, and cost recovery cases involving all major regulated utility industries (natural gas, water, electric, and telecommunications) before both Ohio and federal administrative agencies and courts, including the Ohio Supreme Court, Federal Energy Regulatory Commission, Federal Communications Commission, and United States Bankruptcy Courts.
Before joining the Attorney General’s Office, Vern worked as a law clerk and an Associate with the law firm of Barkan + Neff Co., L.P.A., practicing personal injury and Social Security disability law. Vern also worked as an Assistant Consumer’s Counsel for the Office of the Ohio Consumers’ Counsel, as an auditor for Science Application International Corp., and as a consulting researcher for William A. Spratley & Associates, publisher of a bimonthly national newsletter that tracked federal and state energy deregulation activities.

Rhiannon serves as an Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General. Rhiannon joined the Section after serving with the Columbus City Attorney’s Office as an Assistant City Prosecutor. During her time with the City, Rhiannon litigated criminal cases daily. Rhiannon became interested in Public Utilities during her time in the Environmental Division with the Columbus City Attorney’s Office.

Ashley serves as an Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General. Prior to joining the Ohio Attorney General’s Office, Ashley served as an Assistant Prosecuting Attorney in Hamilton County where she obtained experience practicing in transactions and compliance. Ashley has worked as an Assistant Prosecuting Attorney for the Franklin County Prosecutor’s Office – Civil Litigation where Ashley represented Franklin County agencies and their employees in various civil litigation matters such as cases brought pursuant to 42 U.S.C. § 1983, petitions for extraordinary writs, and emergency protective services for adults experiencing abuse, neglect, or exploitation. Ashley litigates matters in the Public Utilities Commission of Ohio and the Ohio Power Siting Board.

Ambrosia serves as a Senior Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General. Ambrosia joined the Section after serving as an Assistant Consumers’ Counsel at OCC from 2018-2023. Prior to joining OCC, Ambrosia was at the Public Utilities Commission of Ohio from 2005-2018, working her way up from Telecommunications Utility Analyst in the Telecom Division to Utility Specialist II in the Service Monitoring and Enforcement Division working on regulated electric and gas utility cases. In the Section, Ambrosia handles transportation and utility matters before the Public Utilities Commission of Ohio, the Ohio Power Siting Board, and the Supreme Court of Ohio. Ambrosia began her career as a PUCO intern in 2005 after receiving her Master’s Degree in Communications Policy and Technology Management from Ohio University.

Janet serves as an Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General. Prior to joining the Public Utilities Section of the Office of the Ohio Attorney General, Janet served as a law clerk for the Criminal Justice Section of the Ohio Attorney General’s Office where she worked on the Capital Crimes Report. Janet has also worked for Judge Branstool of the Licking County Court of Common Pleas, and as a law clerk for the Judicial College and the Dispute Resolution Section of the Supreme Court of Ohio. She has also worked as an editor for Public Records Briefing, which publishes articles on public records law.

Amy serves as a Principal Assistant Attorney General in the Public Utilities Section of the Office of the Ohio Attorney General. She most recently served as an Assistant Consumers’ Counsel at OCC from 2018-2023, litigating cases before the Public Utilities Commission of Ohio. Prior to joining OCC, Amy worked at the Illinois Commerce Commission in Chicago, serving in the Office of General Counsel. There she represented Staff in proceedings before the Commission and defended Commission Orders on appeal. She also served as legal advisor to a Commissioner. Amy began her legal career at Mayer Brown & Platt in Chicago in the litigation and appellate advocacy division.
In the Section, Amy handles utility and transportation matters before the Public Utilities Commission of Ohio, the Ohio Power Siting Board, and the Supreme Court of Ohio.
