Brian joined the Attorney General’s Office in 2024. After serving as counsel to the agency responsible for regulating Ohio law enforcement, he was promoted to Director of Open Government, where he now leads the office’s efforts to ensure transparency, accountability, and compliance with Ohio’s open government laws.
Brian brings a distinctive blend of legal expertise and program leadership to the role. As Administrator and Counsel for Ohio’s Safe at Home program — a statutory initiative that protects the location of survivors of domestic violence, human trafficking, and other serious crimes — he oversaw a 450% expansion of the program; led investigations and compliance reviews with state and local agencies; provided implementation guidance to courts, schools, law enforcement, and county officials; and helped protect thousands of vulnerable Ohioans. He also served on the Policy Committee for the National Association of Confidential Address Programs, advising other states as they developed similar protections.
 
Earlier in his career, Brian served as Deputy Elections Counsel at the Ohio Secretary of State’s Office where he advised on election law and open government issues across the state and all 88 counties. He also worked at the Ohio Legislative Service Commission, providing nonpartisan legal and policy analysis to the General Assembly. Before relocating to Ohio, Brian practiced in both civil litigation and public defense.
