(COLUMBUS, Ohio) – Ohio Attorney General Mike DeWine is asking for the public’s help to find a Tier III sex offender who has not registered his address since 2008.
Francisco Silva, 38, was convicted in 1998 of sexual battery involving a female juvenile. Upon his release, public records show subsequent arrests for failing to register his address. He last verified his address with the Franklin County Sheriff’s Office in September 2008 as being on Wiltshire Road in Columbus.
A warrant for Failure to Register was issued for his arrest in February 2009. He may be using the alias Juan Delgado.
Tier III sex offenders are required to verify their addresses every 90 days for life.
Anyone with information regarding the whereabouts of Francisco Silva should contact the Ohio Bureau of Criminal Investigation (BCI) at 855-BCI-OHIO (855-224-6446).

This release is part of Attorney General Mike DeWine’s Crimes Against Children Initiative. As part of the Crimes Against Children Initiative, Attorney General DeWine will publicize convicted sex offenders who have victimized children and are wanted on outstanding warrants. Other parts of the initiative include the establishment of a Crimes Against Children Unit at BCI, creation of a rapid response team for crimes against children, and specialized law enforcement training through BCI and the Ohio Peace Officer Training Academy (OPOTA).
