Phillip was last seen at approximately 8:30 a.m. at his residence in the vicinity of the 2900 block of Marsha Lane in Dayton OH. He has pierced ears, a birthmark on his neck, tattoos on both arms and both calves and a dark mark approximately 1 1/2" long on the back of his left thigh. Phillip was last seen wearing a white t-shirt, yellow jersey and a black and white ball hat.
