Daniel Driscoll

A life-long resident of Clark County Ohio, for the past 22 years Daniel Driscoll has served in the Clark County Prosecutor’s Office.

After graduating from Wright State University with a bachelor’s degree in political science, Driscoll attended the Thomas M. Cooley School of Law in Lansing, Michigan.  After passing the Ohio bar exam, he worked in private practice for a short time.  In 2004 Driscoll joined the Clark County Prosecutor’s Office in their Civil Section and then moved to the Criminal Section.  While in the Criminal Section Driscoll was assigned to prosecute domestic violence cases, drug prosecutions, violent felonies and then was the Criminal Division chief and First Assistant Prosecutor under current Ohio Attorney General Andy Wilson.

In 2019 Driscoll was appointed and subsequently elected County Prosecutor and has served in that capacity for the last 7 years.

During the course of his career Driscoll has tried to jury over 100 criminal cases including numerous murders.  Driscoll received the 2023 “Public Integrity” Award form Ohio Auditor of State Keith Faber, for his role in the investigation and prosecution of a county employee would stole almost $2 million in county funds. Driscoll is currently licensed to practice in Ohio, the US Southern District of Ohio and before the United States Supreme Court.

Driscoll is married and has 3 children.

Tedd Frazier

Sheriff Frazier is a 1992 graduate of the  Clark State Basic Police Academy in Springfield, Ohio.

Frazier has experience as a K-9 handler. He served as a K-9 handler from 1994 to 2011. He served Jackson County from 2001 to 2011 in that capacity.

In 2001, Frazier began working for the Jackson County Sheriff's Office, where he has remained, except for a short time following his candidacy for Jackson County Sheriff in 2011.

In 2012, he began his first term as Jackson County Sheriff. He was re-elected in 2024 for his fourth term.

Sheriff Frazier is the first Sheriff in the Jackson County history to graduate from the National Sheriff's Institute (NSI). He was also the first to bring clandestine methamphetamine lab training to Ohio.

Jane Hanlin

Jane Hanlin received her Bachelor of Science Degree from The Ohio State University.   She received her Master's Degree in Business Administration (MBA) from Franciscan University in Steubenville, Ohio and her Juris Doctor Degree from Duquesne University Law School in Pittsburgh, Pennsylvania, where she graduated Magna Cum Laude, served as the Executive Editor of the Law Review and was recognized with the Distinguished Student Award.

Jane joined the law firm now known as Bruzzese, Hanlin and Bruzzese in 2001 and is presently a partner in the firm.  Her private practice focuses exclusively on family law, including divorce, dissolution, custody and adoption. She also served on the Steubenville City Schools Board of Education from 2002 until 2011.

In 2005, Jane was hired as an Assistant Prosecutor and continued as such until March 2011, when she became the first female Prosecuting Attorney in Jefferson County history. She has continued to serve as a prosecutor for twenty years.  Jane has also served as President of the Ohio Prosecuting Attorneys Association (OPAA) and remains a member of both the Executive and Legislative Committees for the OPAA.

In October 2013, she was designated as Special Assistant United States Attorney for the Southern District of Ohio.  Her focus as a federal prosecutor is criminal activity involving gangs, narcotics and firearms.  In July 2017, she was recognized for her work in the prosecution of a notorious heroin organization.  She continues to serve as a Special Assistant United State Attorney.

Jane has successfully prosecuted hundreds of cases involving homicides, drug trafficking, sexual assaults and child abuse.

She is the daughter of Pam Cucarese and the late John Cucarese.  Jane is married to Jason Hanlin, a police officer in Toronto.  Her family also includes her daughter, Megan, who is a lawyer in Washington, D.C.; her son, Charlie, who is a physical therapist in Tampa, Florida; her stepson Jay Hanlin, who is employed with Alex Paris Contracting; and Dashon Redman, a Sergeant in the United States Army.

George Lavender

My Name is George William Lavender Jr. I was born on November 29th, 1954 to Helen and George Lavender. My parents were raised in Wellston, Ohio but moved to Ross County due to my father’s employment with the Veterans Administration Medical Center. My dad was a police officer there, and passed his love of public service to me.

I am a lifelong resident of Ross County, attending and graduating from Union-Scioto (Unioto) High School in May of 1973. My parents instilled in me at an early age the virtue of a strong work ethic and I started working at the age of 12. I, like many youths started myself a neighborhood lawn mowing business and was mowing between 25 and 30 lawns a week. I also bailed hay during cutting season for local farmers. I was very active in sports during my junior high and high school years, playing football, basketball, and running track. I continued in sports until my senior year in High School when I elected to forego sports and enter into the work place. I started at Buckeye Mart in 1973 as a stock boy. I was promoted thru the company ranks from manager trainee to the store operations manager. I worked at Buckeye Mart until 1976 when I had the opportunity to follow my dream and was hired as a Deputy Sheriff with the Ross County Sheriff’s Office.

I am a 39 year veteran of the Ross County Sheriff’s Office and during those years of service I attended numerous law enforcement courses in various fields of modern law enforcement methods. My career leading up to my election prepared me to become your Ross County Sheriff. I started at the sheriff’s office as a dispatcher / jailer and worked at those jobs during my first year, while I attended Ohio Basic Peace Officer School in the evenings. Upon obtaining my Peace Officer certification I was promoted to court officer, where I worked for the next Two and one half years under the late Honorable Judge William Sammons.

After leaving the court officers job I started my career in the road patrol division. I found while working in the road patrol division that I really could make a difference in people’s lives as a first responder. I took great pride being a part of assisting people who have been traumatized and were vulnerable after becoming the victim of a crime. I learned how I could make a difference in people’s lives in these times by giving guidance and information on what was needed to pick up the pieces of their lives. I learned how to investigate and assist in prosecuting the persons who had created these problems.

Due to my love for this job as a road patrol officer I elected to stay in this division, passing on a chance to work in the Investigative Division, opting instead to work towards promotions in the Road Division. Under Sheriff Knott I was promoted to Sergeant. Under the current administration I was promoted to Lieutenant and finally Major. I was in charge of the Road Patrol Division, Emergency Response Team and Water Rescue Unit. I held these positions until I retired in September of 2005. After my retirement I continued working for the Ross County Sheriffs’ Office, on a grant through the Ross County Child Enforcement Agency doing civil process work this lasted until October 2006.

Lastly but most importantly I have been married to Jeanne (Chapman) Lavender for 25 years and we have three grown children Dustin Lavender, Shay Daily and Jason Daily. I was a member of the Christ in Christian Union Church as a youth and have been a member of Chillicothe Baptist Church since 1990. I am a member of the Gideon’s Organization and my wife Jeanne is an auxiliary member. My God and my family have been and continue to be the driving force and centers of my life. Through them I am given the strength, courage and wisdom to continue to perform the duties of this great office.

Gary Lewis

Gary D. Lewis Jr., is the 10th Chief of Police for the City of Bexley, Ohio and has served in this role since 2022. Previously, he was the Assistant Vice President/Chief of Police at the University of Louisville and provided administrative leadership and operational management for departments to include e.g. Police, Dispatch, Emergency Management, Fire Marshal, Parking Office, Marketing Communications, and Business Services while since August of 2018. The daily functions include implementing and maintaining a Campus Security Master Plan and while ensuring enforcement of Campus Security Rules and Regulations to meet federal guidelines.

Lewis served as the Chief of Police at Cleveland State University from 2015-2018 and prior to that, he spent 22 years with the Ohio State Highway Patrol where he retired from in 2013. During his tenue within the organization, Lewis served as Post Commander at a number of different locations and also as the Division's Public Information Officer (PIO) where he was responsible for crisis communications, media/marketing, public records, and statewide communications.

Additionally, Lewis served as the Senior Director of Media and Public Relations at The Ohio State University from 2013 to 2015 where he acted as spokesperson for all University-related matters. His responsibilities included handling the day-to-day operations within Media & Public Relations, strategic communications and planning for senior leadership, along with managing public records.

Lewis holds a Master's degree in Criminal Justice from Michigan State University, a Bachelor's degree in Public Safety Management from Franklin University, an Associate’s Degree in Visual Communications, Art Institute of Pittsburgh, and is a 2003 F.B.I. National Academy graduate. In 2017 Gary completed the Executive Leadership course, which focused on Crisis Communication at Harvard University’s John F. Kennedy School of Government. He is married to wife Krysta, and the proud father of Cameron, Gary III, Nathanael, Ross, whom all are or have proudly served in the United States armed forces, and his beautiful daughter Ivy.

Christopher N. Protsman

Chief Protsman was appointed Chief of the Kettering Police Department in April 2015. Prior to being named the Police Chief of Kettering he served 20 years with the Lima Police Department and was the Investigative Division Major when he left.

Chief Protsman graduated with a bachelor’s degree from the University of Toledo in criminal justice and later obtained his master’s degree in criminal justice from Tiffin University. He also taught criminal justice at Tiffin University as an adjunct professor for 10 years. He is a 2009 graduate of the FBI National Academy in Quantico, VA.
