Elliot serves in the Ohio Attorney General’s Office as the Solicitor General of Ohio.
Immediately prior to joining the Office, he worked in the Issues and Appeals practice at Jones Day in Columbus, Ohio. In that role, his practice focused on appeals, dispositive trial-level issues, and strategic counsel to clients in a range of industries regarding litigation and regulatory matters. Elliot has also litigated disputes ranging from antitrust, bankruptcy, and election law to administrative and constitutional questions—both in Ohio and across the country.
Elliot previously served as a law clerk for Associate Justice Samuel A. Alito, Jr., at the Supreme Court of the United States; for Judge Neomi Rao on the U.S. Court of Appeals for the D.C. Circuit; and for Judge Edith H. Jones on the U.S. Court of Appeals for the Fifth Circuit.

Mike currently serves as Chief Deputy Solicitor General in the Ohio Attorney General’s Office. His practice there focuses on Ohio Supreme Court, U.S. Supreme Court, and Sixth Circuit matters. Before joining the Attorney General, he was in private practice with the Vorys law firm, where he practiced appellate and general litigation. Before Vorys, he clerked for Justice Terrence O’Donnell at the Ohio Supreme Court, worked at a law firm in Phoenix, and clerked for Judge Jerry E. Smith of the U.S. Court of Appeals for the Fifth Circuit. Mr. Hendershot is a past chair of the OSBA Appellate Practice Committee and currently serves on the board that certifies lawyers as appellate specialists.

Before joining the office, Jana clerked for Judge John B. Nalbandian of the United States Court of Appeals for the Sixth Circuit and for Judge Allison Jones Rushing of the United States Court of Appeals for the Fourth Circuit.

Sam joined the Office of the Solicitor General in May 2013. He represents the State of Ohio and its agencies in appeals before the Ohio Supreme Court, United States Supreme Court, and Sixth Circuit Court of Appeals. He has written briefs as both a party and as an amicus in the Ohio Supreme Court and Supreme Court of the United States and has argued more than thirty cases in the Ohio Supreme Court. Sam was co-author of a brief that received a “Best Brief” award from the National Association of Attorneys General for advocacy in the Supreme Court of the United States. He has also received the Ohio State Bar Association Best Brief Award.
From January through March, 2012, Sam served as a National Associations of Attorneys General Supreme Court Fellow.
Before joining the Office of the Solicitor General, Sam served the Ohio Attorney General’s Office in the Environmental Enforcement and Criminal Justice sections. In that capacity, he argued in several Ohio intermediate appellate courts as well as in the U.S. Court of Appeals for the Sixth Circuit.
After graduation from law school, Sam served as a law clerk for Ohio Supreme Court Justice Judith Ann Lanzinger.
Sam is originally from Ada, Ohio.

Stephen joined the Attorney General’s Office in 1997, and has specialized in appeals since 1999, helping build what became the Office of the Solicitor General. He frequently briefs and argues cases in the Ohio Supreme Court, where he has argued over fifty cases and has briefed many more. He also briefs and argues in the U.S. Court of Appeals for the Sixth Circuit, and has written many briefs in the U.S. Supreme Court. He has argued some of the State’s biggest cases in the last twenty years, on topics such as the constitutionality of charter schools, partial-birth abortion, nude dancing, concealed carry of handguns, free speech, wrongful imprisonment, and an advocacy group’s standing to challenge JobsOhio.
Like all Appeals lawyers, Stephen is devoted to the craft of writing. He is a five-time winner of “Best Brief” awards from the National Association of Attorneys General, recognizing briefs he authored or co-authored in cases in the Supreme Court of the United States. Stephen teaches classes to lawyers inside and outside the office on legal writing, appellate advocacy, and other topics.
Before joining the Attorney General’s Office, Stephen spent three years in general litigation at Jones Day in Columbus.

Zach started with the Attorney General's Office in August 2013. He started with the Constitutional Offices section. In that role, he represented Ohio’s elected officials, including the Governor and the Secretary of State. For example, he defended the Secretary of State in cases challenging Ohio’s election laws for the 2016 presidential election.
Zach joined the Office of the Solicitor General in June 2019. He represents the State of Ohio and its agencies in appeals before the Ohio Supreme Court, United States Supreme Court, and Sixth Circuit Court of Appeals.
During his time with the Attorney General’s Office, Zach has won several writing awards. He is a three-time winner (2015, 2016, and 2018) of the Attorney General's office-wide Excellence in Writing Award. In 2017, he received the Ohio State Bar Association's Best Public Brief Award for a brief he wrote before the Ohio Supreme Court. The brief was about Ohio's ballot language for a proposed constitutional amendment.
Before joining the office, Zach clerked for District Judge Edmund A. Sargus and Magistrate Judge Elizabeth P. Deavers in the U.S. District Court for the Southern District of Ohio.

Trane serves in the Office of the Solicitor General as the 2024–25 Si Karas Fellow. In that role, Trane represents the State of Ohio in the Ohio Supreme Court and the United States Court of Appeals for the Sixth Circuit. He works with the Solicitor General and the Deputy Solicitors General on the State’s major appellate cases.
Before joining the office, Trane clerked for Justice R. Patrick DeWine of the Supreme Court of Ohio and Judge J. Philip Calabrese of the U.S. District Court for the Northern District of Ohio. Trane practiced in the Cincinnati office of Squire Patton Boggs.

Katie Rose serves as Deputy Solicitor General in the Ohio Attorney General’s Office. She represents the State in appeals before the Ohio Supreme Court and federal courts of appeals. Before joining the Office, Katie Rose was an associate at Gibson, Dunn & Crutcher’s Dallas office, where her practice focused on appellate and complex commercial litigation. Prior to that, Katie Rose clerked for Judge Amy Coney Barrett and Judge Amy St. Eve of the U.S. Court of Appeals for the Seventh Circuit, and for Judge David Godbey of the U.S. District Court for the Northern District of Texas.
