2017 CPT - additional information and FAQ document

Agency Administrator,

On September 9, 2016, I sent the attached email announcement for the 2017 Continuing Professional Training (CPT) requirements for all Ohio peace officers and troopers.  I’d like to provide this follow-up email to further explain and hopefully simplify what is required for next year. The attached 2017 CPT Directions and FAQ document will further help you and your officers with fulfilling the 2017 requirements.

2017 CPT requirement

  • 20 hours of training which meet the training and instructor requirements of OAC 109:2-18

Note: Annual requalification cannot be used towards CPT hours.

2017 CPT requirement, if reimbursement is desired

  • Be a public appointing authority as defined in OAC 109:2-18-01(D)
  • Comply with the annual roster reporting requirements of ORC 109.761(B), by January 31, 2018
  • Take 20 hours of training which meet the requirements of OAC 109:2-18 and must include training on the critical subjects of:
    1. Trauma Informed Policing (6 hours)
    1. Mandatory lesson plan (available on OHLEG), can be provided to agencies and taught by ODMHAS experts, or any of the following program instructors: OPOTC Crisis Intervention, SAMSA GAINS Center, NAMI CIT, Critical Incident Stress Management

or

  1. OPOTA will provide the course taught by ODMHAS experts twice regionally and via webcast, each month
  1. Practical Application of Force (4 hours)
  1. Mandatory lesson plan (available on OHLEG) can be provided to agencies and taught by subject control instructors

or

  1. Any applicable OPOTA “force” course which will be identified in the 2017 course catalog
  1. Officer & Community Wellness (4 hours) – choose one
  1. Blue Courage (4 hours)
    1. Mandatory lesson (available on OHLEG) plan can be provided to agencies and taught by Blue Courage Instructors

or

  1. Blue Courage 4-hour course series will be available on eOPOTA

or

  1. Procedural Justice & Police Legitimacy (4 hours)
    1. Mandatory lesson plan (available on OHLEG) can be provided to agencies and taught by individuals meeting OAC criteria

or

  1. OPOTA will provide the course live and via webcast, each month
  1. Legal Update (2 hours)
  1. Agency directed (no pre-approval required)

or

  1. Legal Update 4-hour course series will be available on eOPOTA
  1. General Law Enforcement (4 hours)
  1. Agency directed (no pre-approval required)

For your convenience, some of the significant changes from previous years include:

  • The only officers exempt from taking annual CPT are those who took their peace officer basic training and state certification exam in 2017. OAC 109:2-18-02(C)
  • If officers take statutorily mandated courses or a 2-day refresher course, those hours can also count towards their 2017 CPT hours. OAC 109:2-18-02(E)
  • While CPT must meet the content and instructor requirements of OAC 109:2-18-03, or the critical subject instructor qualifications listed above, we will not be doing pre-approvals like were required in 2016.  It is up to the agency administrators to make sure requirements are met.
  • Reimbursement, as provided in House Bill 64, is based partly upon whether officers are full-time or not.  The term “full-time” has now been defined in the Ohio Administrative Code, effective January 1, 2017 as “officers or troopers who are in active pay status receiving compensation and benefits for 40 hours in a work week or 80 hours in a 14-day period.”  For CPT purposes, active pay status includes vacation leave, sick leave, bereavement leave, administrative leave, compensatory time, holidays, and personal leave statuses. OAC 109:2-18-01(J).  Each agency administrator must closely examine the status of every officer currently considered “full-time” to confirm that those officers meet that definition.  If not, the agency administrator must send in an SF400 Notice of Appointment to report a status change.
  • While not directly CPT-related, please note that statutorily mandated training, such as companion animal training and human trafficking , that was previously required only upon a break in service, is now required to be completed by all officers within two years.  All such courses that an officer has not yet taken are due 12/31/18, even if there has been no break in service.  We will be contacting each agency in the future, and advising the agency as to what officers may need documentation of certain mandated classes.
