Peace Officer Basic Training - changes that will be effective for July 1, 2014

Peace Officer Basic Commander/Instructor,

As indicated by the 2011 Job Task Analysis (JTA) and in line with emerging professional trends, new peace officers should be competent in using an impact weapon, recognizing stress and other officer wellness issues, and recognizing and handling potential electronic evidence.  The Ohio Peace Officer Training Commission (OPOTC) met July 18th and approved new topics to meet these JTA standards in addition to approving an instructor update course.  These curriculum changes will go into effect for academies beginning on or after, July 1, 2014.  This information is provided to assist, over the next year, in getting instructors qualified to teach these topics.

BAS 6-2 Impact Weapons (new topic)

  • Ratios – 1 instructor to 10 students
  • Instructor qualifications
    • Current Subject Control Instructor as of July 1, 2013
    • 16 hour OPOTA Impact Weapons Instructor course
    • To assist in meeting the instructor course requirement, numerous classes will be scheduled through June 2014.  The following are a few of the scheduled Impact Weapons Instructor courses to be held
    • September 10 - 11 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 06-707-13-01
    • November 21 - 22 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 06-707-13-02

BAS 10-8 NHTSA Standardized Field Sobriety Testing (SFST) (instructor update)

  • Ratios –for the practical portion only and currently are
    • 1 instructor to 10 students, minimum of 2
    • 1 drinker to 4 students
    • 1 monitor to 4 drinkers
  • Instructor qualifications
    • If currently approved for BAS 10-8, SFST, must complete this mandatory SFST Instructor Update course prior to July 1, 2014 or you will no longer be eligible to teach this topic after that date
    • The SFST Instructor Update course, fulfills the update requirement for all BAS 10-8 instructors
    • To assist in meeting the instructor update requirement, numerous classes will be scheduled through June 2014.  The following are a few of the scheduled SFST Instructor Update courses to be held
      • September 26, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 06-708-13-01
      • October 22, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 06-708-13-02
      • November 19, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 06-708-13-03
      • December 17, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 06-708-13-04

BAS 11-2 Electronic Evidence (new topic)

  • Instructor qualifications
    • Meet the requirements for either a Unit or Special subject instructor
    • 8-hour Computer Crime First Responder course
    • To assist in meeting the instructor course requirement, numerous classes will be scheduled through June 2014.  The following are a few of the scheduled Computer Crime First Responder courses to be held:
      • September 4, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 01-137-13-02
      • October 7, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-London, course number 01-137-13-04
      • November 12, 2013, 8:00 a.m. – 5:00 p.m., OPOTA-Richfield, course number 51-137-13-03

BAS 12-2 Critical Incident Stress Awareness (new topic)

  • Instructor qualifications
    • Meet the requirements for either a Unit or Special subject instructor
    • 8 hours of advanced training in the subject matter (e.g., FOP’s Critical Incident Stress Management, Grossman’s Bulletproof Mind, Gilmartin’s Emotional Survival for Law Enforcement)
