Agency Administrators & Requalification Instructors,
On May 29th the new OPOTC Police Rifle/Carbine Qualification course of fire, effective 01/01/2014, was announced. On June 28th, it was communicated that range accommodation (i.e., range adjustment with reduced target) would not be permitted. Both of these emails are below for your review.
Since that time, my staff and I have spoken with agency administrators, instructors, and professional organization representatives all expressing realistic concerns and constraints with the new 150 foot stage. After considering these discussions, the decision has been made to permit range accommodations. I trust that instructors will assure shooters, due to bullet trajectory, understand the point of aim/point of impact differences when shooting at shorter distances.
The language below has been added to page 5 of the revised course of fire which is attached. Please note the course of fire disseminated May 28, 2013 is no longer valid. The course of fire which will become effective 01/01/2014 will include “(Rev. 1)” following the effective date, located in the footer.
Stage 7: range 150 feet; (3) three rounds; 10.0 seconds
Range accommodation – Point of aim and point of impact will vary when using reduced targets for range accommodation distances. The following range accommodations are permitted for this shooting stage: 120 feet with 80% reduced target; 75 feet with 50% reduced target.
I value the conversations and counsel I received while considering the range accommodation request. The professionalism, knowledge shared, and respect for differing opinions was truly appreciated.
