Garrett joined the Constitutional Offices Section in 2021. He represents a variety of clients, including the Controlling Board, Courts of Appeals, General Assembly, and the Ohio Peace Officers Training Commission. Garrett is also a member of the Public Records Unit and the Ballot Petition and Referendum Unit.
 
Prior to joining the Constitutional Offices Section, Garrett worked in the Executive Agencies Section.  During that time, he represented the Ohio Department of Public Safety, specifically the Bureau of Motor Vehicles, the Ohio Driver Training Program, and Private Investigator and Security Guard Services, in administrative hearings and court litigation.  He also represented the Department of Administrative Services, as well as various Boards and Commissions of Ohio, ensuring compliance with the Open Meetings Act.
 
During law school, Garrett was a Legal Extern with the Public Utilities Section, and a Law Clerk with the Constitutional Offices Section. Garrett was also a Judicial Extern at the Supreme Court of Ohio to Chief Justice Maureen O’Connor.  Additionally, Garrett was a Teaching Assistant for Legal Analysis, Research, and Writing.
